second phase of Tanzanian government led by Ali Hassan Mwinyi (mzee Ruksa).
Then, the then Dar es Salaam Regional Commissioner Mary Chipungahelo aka Chips
came at loggerheads with Augustin Mrema who was Minister of Home Affairs and
Deputy Prime Minister of Tanzania.
Madam Chipungahelo stood out as a daring, fearless and bold lady
who openly opposed Mrema’s blatant and arbitrary leadership style which she
said was too much and was meddling with the functioning of other organs of the
